ii. If the player is either on their ELC, on a two-way NHL-given contract, or still has not signed their first contract, they can be placed on Termination Waivers for no cap penalty, if unclaimed. For any other contract, you will have to pay a penalty of 50% of such player's cap hit for each season that such player is signed.

So the no NHL contract is a part of it, but Yakupov and Manning will come with a penalty as they are on an NHLDL contract. Both expire next summer so I'd suggest just keeping them in your minors for one more year and then they'll go away forever.

similar case as Buff as last year. His official nhl status is still on contract and not retired. He will be eligible for LTIR but not termination without penalty.
